Financial Assistance

Financial assistance for students of the HKU PCLL programme is currently available in the form of the following means-tested bursaries: (1) HKU PCLL Bursaries; and (2) JAC Hui Bon Hoa Bursaries.

Eligible students can choose to apply for either or both of these bursaries by filling in the relevant application form(s). However, applicants may only be awarded either one of these bursaries. You can find more information and the relevant application forms of these bursaries below.

The HKU PCLL Bursaries

Details of the scheme

All full-time self-financing students who either have right of abode in Hong Kong or have resided continuously in Hong Kong for three years immediately before 1 September 2026 are eligible to apply.
The PCLL bursaries take the form of a grant to cover part of the tuition fees and will be awarded to financially needy students.
The precise value of the bursaries will be determined by the Management Committee of the Faculty of Law and the maximum amount of grant a student may be entitled is HK$116,000 for the 2026-2027 academic year.
In determining the amount of the grant, one of the factors that will be considered is the level of ‘Adjusted Family Income’ of the applicant, a concept which has been adopted by the Government Grant and Loan Scheme. The Faculty will also consider other factors including the level of household savings, assets & liabilities, and other quantitative and qualitative factors as may be represented in the application form, as well as the number of applicants for bursaries for the year.

This is a grant and will be paid out subject to sufficient funding and the financial standing of the PCLL programme.
Where an applicant is successful in receiving a grant of bursary, the Bursaries Section of the Finance & Enterprise Office will arrange for the bursaries to settle the 2nd instalment of the tuition fee directly. Where an applicant has already settled the 2nd instalment of the tuition fee, Finance & Enterprise Office will arrange payment to the successful applicant upon production of a receipt for payment of the tuition fee.

Application

Late applications will not be considered.

JAC Hui Bon Hoa Bursaries

The JAC Hui Bon Hoa Bursaries was set up in 2006 by Prof. Stephane Hui Bon Hoa to provide financial support to full-time, self-funded PCLL students experiencing financial difficulties. Prof. Hui Bon Hua is an ex-full time PCLL lecturer/tutor who is now an Adjunct Professor of the Faculty of Law.
Non-local PCLL students are also eligible to apply.
The number of awards to be made each year is limited to 1 or a maximum of 2 students and is based on the financial needs and academic merits of the applicants.
The value of the award shall be determined by the Management Committee of the Faculty of Law and is capped at HK$116,000 for the 2026-2027 academic year.

All applications for the HKU PCLL Bursaries and the JAC Hui Bon Hoa Bursaries are assessed on financial need and academic merit (for JAC Hui Bon Hua Bursaries) and are awarded at the full discretion of the Faculty. An application does not guarantee an award. The Faculty’s decision regarding the award and the amount of any bursary is final and not subject to appeal.

It is the applicant's responsibility to ensure all required supporting documents are submitted. If any information or supporting documents are not provided, the Faculty reserves the right to consider that there is insufficient evidence to support the application and may deny the application or make an assessment based on the information available at its discretion. The Faculty may also take into consideration the truthfulness, completeness, and accuracy of the information provided in the application.

Other Forms of Financial Assistance:

There are other bursaries and scholarships available. Applications will be separately invited via mass email from the Faculty Office, Faculty of Law.
Self-financing students are eligible for the Government non-means tested loans.
There are other forms of financial assistance, including emergency loans, available within the University.
